Abstract

Regulated enterprises in banking, healthcare, and government are moving from batch processing to cloud-native event streaming on Apache Kafka and managed platforms such as Confluent, trading overnight cycles for sub-second reaction to events. This shift dissolves the security perimeter: data no longer rests in a central warehouse but flows through distributed brokers, producers, and consumers across regions and clouds, where thousands of events per second can outrun traditional auditing. This paper presents a structural framework for making governance, security, and compliance intrinsic to Kafka-based architectures rather than an afterthought. The framework spans workload identity with OAuth 2.0 and OpenID Connect and cross-cloud identity bridging; client-side field-level encryption with envelope keys so brokers never hold plaintext; service-mesh mutual TLS for identity-based micro-segmentation; policy-as-code enforcement of residency, retention, and encryption rules at provisioning time; and an immutable, append-only forensic audit log. We contribute a mapping of compliance requirements to concrete controls and enforcement planes, and, to test the common objection that such controls are too slow for high-velocity streams, a micro-benchmark of their per-record cost. Measured on commodity hardware, field-level AES-256-GCM encryption adds roughly 2.7 microseconds per field, so a record with three encrypted fields incurs about 18 microseconds of added latency, under 0.2 percent of a 10 millisecond end-to-end budget; control-plane governance such as policy-as-code adds no per-record cost at all. The dominant cost of compliant streaming is operational, in key management and configuration, not latency.
